Develop a longer term vision of how to get from here to more socially dense communities

The current debate about the Big Society is incredibly static - in parody it will either deliver us fully engaged citizens or never work. what can government do to engage more citizens, and take those who are engaging on a pathway to deeper engagement? This will require us to develop greater consensus on a shared vision, and to have a better understanding of peoples' pathways through volunteering and engagement activities.
